From the Jacksonville Business Journal:

The decision stems largely from the shutdown of Horizon Lines, a major shipper in the Puerto Rico trade lane that ended its service last year due to financial struggle, according to an APMT statement. Horizon Lines was APM Terminals’ primary customer here.

Although the company handled as many as 242,000 twenty-foot container equivalents in 2010, throughput dropped to just 182,438 TEUs last year, before Horizon went out of business.

The Jacksonville Port Authority has already transitioned to a new terminal operator for the site. SSA Marine will handle operations at APMT’s former terminal, said Nancy Rubin, communications director for the port.
