Oakland Mayor Jean Quan will lead a delegation today to China, where she hopes to persuade Chinese investors to see the city as a center for tourism and shipping.
Quan hopes her status as the first Chinese American mayor of a major U.S. city will help the trade mission. Her trip is being organized and paid for by the Port of Oakland.
