Now that other US ports are adding night gates to handle increasing cargo volumes, the lesson to be learned from Los Angeles-Long Beach, where terminal operators have operated extended gates for the past 10 years, is that ports and terminals must adequately man the extended gates if they are to achieve optimum potential.

This analysis comes as the Federal Maritime Commission continues to look into terminal operations in Los Angeles-Long Beach under PierPass. While recognizing the significant contribution that PierPass has made in reducing harbor-area congestion by pushing about 50 percent of total port traffic to nights and weekends, FMC Chairman Mario Cordero has also called upon PierPass to demonstrate greater transparency in how it calculates the fees that are charged on peak daytime traffic to compensate terminals for the added costs they incur for operating night gates.
