From an article titled ‘Federal labor board rules longshoremen intentionally slowed work, made threats in 2012’ in The Oregonian:

The National Labor Relations Board has once again ruled that longshoremen engaged in unfair labor practices during a 2012 dispute with the container-terminal operator at the Port of Portland.

But the three-year struggle is not over. Leal Sundet, Coast Committeeman of the International Longshore and Warehouse Union, said the union will appeal the board’s decision to a federal court of appeals.

“The ILWU will be promptly filing an appeal with the federal circuit court and, if necessary, the U.S. Supreme Court,” said Sundet in a statement. “We expect a better hearing of our arguments and certainly more consideration of the law when we get before the appeals court.”
