From a news segment called ‘New offshore mega port to be built near mouth of Mississippi river’ at WWL:

Officials toasted the $25 million first phase of the new offshore port to be built off the coast near the mouth of the Mississippi River.

“We’re here today to announce phase one of America’s first offshore mega-port, the development to be sited in the Gulf of Mexico off the Louisiana coast,” said port spokesman Terry Easley. “It represents one of the largest economic development projects in the history of the state of Louisiana.

“The big ships come to our hub and unload onto smaller ships, sometimes called brown-blue water ships, that navigate all the way up the Mississippi, even into the Ohio River.” said port co-manager Tom Thornhill.

Work is expected to begin on the first phase next August with it opening before the end of the year. The entire $10 billion facility should be completed in five years.
