The Harbor Trucking Association … is one of several groups and industry consultants who have proposed modifying the PierPass fee structure to encourage a more consistent flow of truck traffic in the largest U.S. port complex.

The HTA has its own suggestion. Keep terminal gates in Los Angeles-Long Beach open round the clock, and restructure and lower the traffic mitigation fee so that it is applied to all container traffic in the harbor, not just peak-hour truck moves.

PierPass CEO Bruce Wargo said this week that those suggestions are “an interesting approach from someone who doesn’t pay the fee.”
