Foggy and cool weather kept a helicopter from flying into the Port of Vancouver late in the evening of Oct. 23, almost a year ago.
The cancelled flight left grain inspectors trapped between two forces in a bitter labor dispute: United Grain Corp. and the International Longshore and Warehouse Union.
