Alcoa Inc. will submit a clean-up plan for soil and groundwater contamination at the former Reynolds aluminum smelter site in West Longview early next year, the company announced.

Alcoa is leasing the building and equipment on the site to Millennium Bulk Terminals, which is seeking to build a coal export terminal. Millennium, which bought in January the buildings and equipment on the site from Chinook Ventures, is coordinating the cleanup and expects it to last years.
