Terminal operators in Los Angeles-Long Beach face the conundrum of having to run up to five night and weekend gates each week to prevent gridlock in the harbor, all while losing money every day they operate those extended gates.

“Every terminal in this port loses money on PierPass,” said Ed DeNike, chief operating officer at SSA Marine, digging at the program established by terminal operators in 2005 to operate off-peak gates.

Terminal operators infuriated the transportation community this spring when they announced they would raise the traffic mitigation fee that funds PierPass to $60 per TEU on Aug. 1 from the current charge of $50.
