When the Long Beach Harbor Commission passed its $826 million budget on June 20, the spending plan did not include what has been an annual expense for the last 15 years or so — a transfer of revenue to the city’s Tidelands Fund.

The omission was deliberate, according to Commission President Nick Sramek, because the city had not formally requested the transfer. But the action has upset Mayor Bob Foster, and Sramek said the commission could reconsider if and when a request is made.
