Richard Hughes said he will not seek re-election as president of the International Longshoremens Association, an action that clears the way for Harold Daggett to take the union’s top post in July.

Hughes announced his decision, which had been expected, this week in Tampa at meetings of the ILA’s executive council and Great Lakes district.

The ILA’s executive council recommended the election of Daggett as president and Benny Holland as executive vice president at the union’s convention in July.
