Port of Tacoma commissioners hired consultants Steve Rothberg and Monica Isbell last year to develop what they called a SWOT report – strengths, weaknesses, opportunities and threats – as the first step in creating a new strategy for the port to revive and grow its business. The two had been working on the report, presented to commissioners Thursday, since October.

Rothberg said the port needs to develop cost- and time-saving strategies to keep luring new container traffic to its piers. … And shippers and shipping lines have told him and Isbell that they would respond to pricing incentives if the port were to offer them in return for more container volume.
