This 2009 KATU photo shows how the aging and breakdown of two WWII-area ships upon which Newport's dock was built ultimately made the dock unusable for cargo purposes.

An already narrow three-month work window, made much narrower by a one-month delay in getting the crucial in-water permit from federal agencies, has shifted the focus and priorities for the Port of Newport’s International Terminal renovation project.

The port did not receive the in-water permit for the International Terminal project until Dec. 6, more than a month after the work window opened, but a spokesman said the contractor “wasted no time assembling crews, and was driving piles within a couple of days.”

The sheet pile coffer dam on the Yaquina Bay side of the Pasley is nearly half done, while installation of the bulkhead sheet pile on the land side is finished. … Plans to remove asphalt to prepare vibroflotation work and start remediation efforts on the Hennibique were also rescheduled.
