Dozens of Cowlitz County residents and environmental groups are expected to protest a proposed coal export facility at the former Reynolds Metals aluminum site during a county commissioners’ hearing at 10:15 a.m. Tuesday at the county administration building.

Cowlitz County commissioners will decide whether to grant a shoreline permit to Utah-based Millenium Bulk Logistics, which is planning to buy the buildings at the 416-acre Longview site from Chinook Ventures and export coal, cement and aluminum.

The Yakima Nation tribe and Oakland, Calif.-based environmental group Earth Justice Coalition have expressed concern that coal dust could waft off the piles during transport, harming air and water quality, according to a Building and Planning staff report.
